prioritize unicorn retrofit and skills, then work on portland retrofit

I decided to make a second fleet because my current fleet is struggling a bit

Yeah just one fleet for now, when youve pushed to 9-4 I guess you can start working on a second fleet, or even when you get to 10

You can still put a second fleet for pure anti air stat just not use it btw. Gives you air superiority status.
