Not sure if its been mentioned but i see youve got NJ really lvl at 0limit breaks. URs may be great but at 0 limit breaks some purples at MLB will out do them and almost all golds as well

Eventually youll be able to build a spot in your acadmeny that converts some xp gained by lv100 up ships into books but dorm and using them is the way to actually lvl them

if you wanna grind for commander exp, do it at divergent chessboard D4 or passionate polaris/universe in unison SP5
D4 has stats requirement so might be tougher to get there
SP5 doesn't have it so it's more lenient to grind there

Also even though the likes of NJ might be powercrept I don’t see why getting them up to speed to get you up to speed is a bad idea considering those power creep reruns are months or years out NJ is more than capable of making W15 content

it's because UR bulin is a time gated resources. when you use them, you're essentially delaying new URs that are 100% stronger than previous URs
i'd rather you use the bulin on Vanguard than on New Jersey if you really had to

Build pools that have a UR like current dont roll over pity. but events that only have SRs do add to perm pity so it will happen sooner than you think
