i gave my whole team hydraulic/naval camo for 5/6 of my fleet and managed to reached 507/600

I had the samw problem when i started. Best suggestion be to grind world 9 until you have two fleets that can give the stats you need

Then sadly, unless you're willing to open your wallet, grind where you can in the event to reach the required levels and stats

I pretty much had to do that when i started last year during the event before EN anni
