wait until you can actually max limit break them
especially with Lion to work on first

oh and one last note about synergy
more synergy doesn't always mean better in AL
a shit ship is not suddenly going to get good because it receieved some buffs from another ships
use good ships first and foremost, synergy is a bonus in most cases/tie breaker
