henrich/eugen is an option too instead of sanfran, if you really have gold bulin issue

easier to mlb than sanfran

technically you can still run 1 fleet for the moment, until w11 ish. whichever works for you, if you can mlb and use aquila and heinrich/sanfran now, then use 2 fleets. otherwise stick to 1 fleet
