because gold bulin is quite scarce
so you won't be able to limit break your gold ships in the short term
hence your fleet will be quite weak
some elite ships aren't bad either, like helena is very strong buffer, and starter DD is servicable
and most importantly they can retrofit if needed
the best part about them is that they use purple bulin to limit break
which come abundant, more than gold bulin
hence why we only use 1-2 gold ship in a fleet early on

I swapped to Agir because I needed vanguard ship

usually we recommend Louis/Roon>FDG, Anchorage>Agir, AVP, Hakuryuu

nowadays she has improved
but shipyard is something that you pay attention to when your campaign fleets are stable
