Which ships do I use for development exp?

Grinding for nakhimov. Have cleared up to 11-2

pretty much only belo unless you have some levels in kazan and sevastopol to make them not be deadweights

and they're all underleveled for 11-2

pick up guilo cesare from the guild shop, they have good tech as well

yes but she's an Italian ship and can earn you XP for Nakhimov

yes, but i prefer to use ships with good tech for that portion so the exp is used more efficiently

you can level rossiya or kazan while pushing campaign, dont try to full fleet np/rn for now

you might want to throw in a carrier to help, preferably a healer but Kazan can heal too

he literally only has 4 BBs there 1 of which is maxed

theres a real lack of easily obtainable CVs for nakhimov cdc, it's really just chkalov if you developed them

like I said earlier, taking a few days longer for the XP grind doesn't really matter, you'll take much longer to get the prints anyway

i was 1/4th of the way to roon, then i had enough tech to unlock nakhimov so i just switched. the only other tech ship i have is saint louis

the exp grind is easier and faster once you can grind w12, and yeah no rush since i doubt you have the prints to dev30 her right away

Kazan can help with heals so you don't need to bring Unicorn specifically if the fleet holds up

if thats the case i would probably hold off entirely on nahkimov and try to work on pr4, like anchorage

they are coinable so once you finish the development you can slowly get them to d30

you should have finished Roon first, there's no point and no need to try to rush Nakhimov or any single research ship for that matter

you're better off picking something you can work on easily and preferably help your current roster
