These all the ships that I have
This is fleet I use opsi
And these are the stuff I have
- Begin leveling/cognitive awakening Unicorn to 125 immediately.
- Same with Musashi, Implacable, and Sandy.
- Limit break/level Kazagumo.
- Limit break/level Sirius.
Opsi Fleet 1 Mob: Musashi/Unicorn/Vittorio Roon/Chang Chun/Sandy
Opsi Fleet 2: BizZwei/York2/Enterprise Agir/Helena/Emden
Opsi Fleet 3: Implacable/Shinano/Taihou Prinz Heinrich/Kazagumo/Sirius
Opsi Fleet 4 (this one is really stretching it, you don't have the right ships to put together anything very good): Hood/Brunhilde/Monarch Kala (if you have her unique aug)/Scylla/Ibuki
Opsi Sub Fleet: U96, U81, U37 are fine for now.

Fleet 2 is meant to be mainly anti-light armor but it can gear for medium or heavy too if needed. You'll want to not have Helena with a SG Radar, and try to sync Bismark's firing to when the CVs launch.
Fleet 3 is meant to be anti-heavy armor, use aimed torpedoes and sync timing around Implacable's launch.
Fleet 4 is better for light than other armor types but can easily gear for med/heavy just by switching main guns on the BBs.
Campaign fleets entirely depend on which campaign you are doing.

Other things for you to work on:
-Get Independence from the Core Shop.
-Develop Friedrich der Grobe, Hakuryuu, Plymouth, Anchorage, August von Parseval in PR/DR.
-Set Research Priority to PR7.
For reference, all the x'd off ships are outdated/were never relevant. Vittorio is close to outdated, she is useful for your opsi mob fleet due to preload but that's about it. Saint Louis, Roon, and all the other ships with unique augments require their unique augment to be worth using.

Why is each fleet usage?
The first fleet is for general clearing of maps, it will handle 95% of the content in opsi and sustain itself with heals while being relatively fast at defeating the enemies with preloads/high dps. It's not great for bosses though, as it doesn't have a very tanky frontline or a backline setup for dealing damage to one enemy.
The other three fleets are meant for killing bosses of various armor types.
Yes, that is Kala's augment, she needs it to be fully effective. With it she's just a bit worse than other CBs like Azuma.
Those fleets I gave you are not meant for campaign, though any of them would work up to world 12 and all but the 4th fleet would work till w13.
Kala is in the wrong spot in fleet 4, move her to the left-most slot.
Also put Hood as flagship for Fleet 4.
I don't think there's anything useful endgame that you can get from wishing well which you don't already have. A good number of DR ships are useful, but go for the ones I mentioned above first.

Campaign only uses two fleets yes. Campaign fleets change depending on the world you're doing.

If you want. ECTL gears should be fine so as long as you follow that you should be good for campaign.
Aquila and Volga from wishing well when it next comes would be useful ships.

Vittorio does not need two black shells, their effects do not stack. A white/black shell is much better.
Musashi is fine but you could take the white shell from her and give it to Vittorio, and give Musashi a HPFCR

Yes, Wyvern is optimal for Unicorn.
Don't get rid of any ships that aren't duplicates. Increase your dock space.
If you absolutely need some space then the rares/commons which drop from maps are okay to scrap for now since they can be easily reobtained.

If her timing matches Implacable's, then yes. Exact setup of planes is always timing dependent.

Timing could be tighter, but I don't know what planes you have available. Normally you want them offset by <0.5 seconds at most (ideally their timing would be something like 21.55/21.61/21.72 as a random made up example), and your offset is 1s for Shinano and 0.75 for Taihou. What that means is while the first strike will just barely work, on the 2nd round Shinano will probably launch too early and miss Implacable's slow, and by the 3rd wave Taihou will probably be too late.
What is your CV reload tech? Those are some very long reload times.

CV/BB RLD and HIT tech is another thing for you to start working on then once you have four fleets for Opsi up and running.

On obtain and on 120 you get the tech stats. MLB gives more points for PR/DR development or the faction bonus thresholds.

Homing Beacons and the Elite Aviation Majuu are for adjusting timing. You use them if you can't sync timing with good planes elsewise. CVs prefer to use double Catapults 99.9% of the time.
