My Helena and Pennsylvania hit level 100, and now I want to send them on commissions that require a level 100 ship. What are the next best in slot sub substitutions? I do have something like 125 exp packs (the lower grade ones) to feed.

While you’re farming event, see if you can get away with subbing in Saratoga and, idk. Debating between Nelson or just getting some levels on Raf in preparation to MLB.
Trying to think of a nice Vanguard option to level, but tbh not super stoked on your options.

Getting raf prepped for MLB would be nice, but that might take a while. How easy or UR Bulins to come by for new players?

It depends on if you can get the freebie from event and max out the Cruise pass. Which imo are both easily doable.
The other two you’d have to buy with spec core, and I believe there’s a freebie on the event page if you complete a bunch of spec core rewarding missions.
So in theory, faster than me!
I’m pretty confident even if you luck into Implac, Raf will be your recommended first MLB UR, so no harm in getting some levels.
Maybe Boise, Phoenix, and either Carducci or Bartolomeo for some Vanguard options.
Not as upgrades for your current fleet, but as some possible options for when you start using a second.
