the idea is to start making fleets for opsi, even if most of them are underleveled and not max limit break, just a general idea of what to focus
i made those fleets (or just the ships to focus on) (im not knowledgeable enough to say they're perfect, pls dont kill me

so one thing that stands out is
for opsi we prefer triple CV or BB fleets to mixed fleets (in general)
this way u can maximize buffs and also sync stuff easier
currently the most widely used mixed fleet is soyuz + nakhimov but outside of that one sticking to triple CV and BB is better for the boss fleets
