Xp packs are for raising new ships and are completely unnecessary right now. For example, when you replace LI you will wish you had all those xp packs back.

I've said this before and I'll repeat it. One does not just go straight to 15-4. You will be blocked by lack of some kind of farming at every turn unless you are some super whale. For example, you need to be CL40 to enter chapter 6. Are you anywhere close to that? It doesn't matter how good your ships are if you can't enter the map.
