The answer really varies based on what you have unlocked/picked. For now I would just pick a ship you like from 5 or 7 and put both selectors on that.

For your actual shipyard development, just do whatever you can. Izumo is best in 1, Kitakaze or FDG in 2, Cheshire in 3, Anchorage in 4

I wouldn't BUILD a ship from 5, 6 or 7 right now, but selecting one of them for catchup is a good idea
