seems ok, just quick level your Bis2 and run Bis2 Uvh fdg in fleet 4, switch Kron and Brest, replace An Shan with Shima, replace Perse with Unicorn, and put Unzen in fleet 2
fleet 2 main can be either JP duo for Heavy armor enemies or Boatcchi + York2 for Light armor enemies

swap Shimakaze with Sirius, let Sirius Kaza in CV vanguard
replace NJ with BisZ when she's leveled
let your fleet 4 be crossfleet
replace Brest with Guam when she's leveled up

I was using fleet 4 mainly for light armor. on fleet 2 does shinano's buff include herself? That was why I put shimakaze there

you can do light armour with the ijn fleet no issue, can finish off with the bb fleet if it doesn't 1shot

Also is unicorn just straight up better than perseus now? I took her retrofit as an upgrade but didn't know she was that strong

in opsi she's better for longer fight like in stronghold
but the difference is minimal, perseus is the same as unicorn for opsi imo
both has pro and cons
