Unicorn, Enty, Aquila, Nelson (once mlb), Fritz (once mlb), Henrich, z23 (max limit break her), look to be your currently usable ships.

You've got your bulins spread all over the place. That's majorly holding you back and is making a lot of decent ships currently unusable.

Use your extra copies of Fritz to limit break the highest level one.

Chen Hai is not very good, but since you have her leveled and oathed and are lacking other leveled ships she can do for now in mob I guess.

Nelson, Unicorn, Chen Hai, Portland (start raising her), Helena (get from guild shop, start raising her), and Z23 for mob fleet.

Fritz, Aquila, Enterprise, Heinrich, Duisburg, and idk third vanguard.

anyway start raising nelson and helena and use this mob fleet
both me and kasic recommended this (kind of )
when mob fleet has good levels u can start working on second fleet
I recommended one in the same comment
main thing is u need to raise another BB
i only see colorado being useful
the vanguard is more flexible but portland is a good option for tank for 2nd fleet

try and farm 9-4 if u can
the map becomes safe and much easier the more u clear it
