Easiest access to ARA is buying and raising Ariake or Yuugure which you can get from the guild shop for 2000 tokens

I guess my second CV fleet can have them but they're just full of unused ships atm

in the long run, helena usually moves into the bb fleet for op:s fleets
because the cv fleets usually have access to other cv buffers
but not good to move now because of ur current bb set up isnt good for syncing

So far I haven't really needed to use fleet 3 and 4 since I'm not doing level 5+ sirens, only level 4.

yeah once you get more ships raised you can think more about making more synergistic fleets
As a note, between Ariake and Yuugure, Ariake is more offensive leaning with her Double Torp skill and slightly bulkier. Yuugure is more defensive with CV backline protection though that's a bit more niche. People generally rate Ariake higher due to Double Torps.
And if you manage to get Kazugumo she outclasses everyone in the ARA buff department.
