Do you want one fleet for each armor type, or all fleets specialized for a specific harbiter?

the fleets i got right now kinda focuses on each armor type but it didnt beat harbiter so im out of options
How much did it do?
Harbiter this month is Strength, who has medium armor. Her abilities are shield every 20s to that can absorb 20% worth of her max HP and last for 5s, so you want to avoid striking during that window. Her other abilities are just stat buffs that you can't do anything about.
Not sure you are able to beat it to be honest, you're lacking a lot of good bossing backline ships and I suspect your gear isn't up to task either.
Looking at ships now but I'm only really seeing two fleets at most worth of bossing capable ships, and they wouldn't be all that great.

Fleet 1: Haku/Shinano/Ark Royal, Anchorage/Sirius/Shimakaze
Fleet 2: NJ/Vanguard/Ulrich, Agir/Helena/Yuudachi.
Fleet 3: FdG/Monarch/Georgia, Kron/kawakaze/Sandy
Fleet 4: Vittorio/Aquila/Enterprise, Sanfran/JdA/Suzutsuki
Gearing them is a whole other thing ....
if it means anything, doing the harbiter rn made me realize that my vanguard's dying way too fast (30s on timer)
Yeah this one will eat your vanguard if it gets caught in bad spots. You can quit the run and retry if it goes bad early on. You'll want surviability auxes on all of them.
For Fleet 1, try to get airstrike timing to 23s+, if you have the purple manjuu item that helps but I doubt you'd have three.
Fleet 2 try to fire before 18ish seconds, Ulrich will do her own thing.
Fleet 3 is the sketchiest, they'll add some damage but not a ton. Either stagger their shots like with Musashi gun or try to make them fire early to avoid the barrier, this fleet doesn't have a stop or any support buffs for damage so timing isn't that important.
Fleet 4 will make use of preloads, Try to get Enty to launch either well before 20s or after 23ish. Vanguard is pretty flimsy on this one, might be worth swapping Kron into the front so it can survive because it'll do more than fleet 3.
A lot will depend on what you have gearwise.

The better BB fleet with agir Jeanne is expected to survive for four salvos, and the other three fleets just try to get 2 salvos or 2 airstrikes in 50 seconds
I don't know what unique augments they have, there are a few better options but not by much
Is your AvP at FS5?

Even dev 30 avp I would take over ark though because she does more damage, just reroll the battle if you need to

Use the converging torp bombers as needed to sync up timings on CVs, the messers can go in fighter only slots
Also if you did 75% with these fleets then you should be able to do 100% with the improved fleets if you use similar gear. But whether that gear is good is a different question
For BBs ... throw that musashi gun on Ulrich, she can make use of it.

Well it's basically required to manually hold the CV airstrikes until the 20s barrier expires
"Timing subs" means calling them in not at the very start so they don't pop up and die before the battle is over.
Yeah holding the cv airstrikes is the easiest way to get around the barrier timing. Though I'm surprised that's being recommended given how averse everyone in GPH is to any mention of manual play.
If we are including manual play as an option, vanguard survivability is much less of an issue. You can avoid the most damaging barrages.

Battle order doesn't matter (for this harbiter. IF it had zombie skill it would). Only thing that'll carry between battles is sub hp, so don't let them get wiped out on the first 3 battles. They can die on the fourth.
BB gear should look like that for anyone not named UvH
Maybe Vanguard doesn't need the autoloader

BBs should auto
Remember you can use healing kits on the subs between battles, top them off on HP before going to the next round. So long as they don't sink you're good.

You can save your current kits in the loadout bars, if you want.

ok so update on harbiter: i got it down to 8% so i guess ill just keep retrying until i get lucky (and get the sub timing better)
