bisko, NJ, FdG, agir, helena, eldridge
(anchorage and eldridge if u can level them)

these will be your 2 strong fleets

u will need to manual I dont think your tech/gear is flexible enough to auto

if u use submarine you use ~400 oil and still get 2500 gold
so u use more oil for same amount of gold
