you wont use a 4th fleet - just throw in stuff like perseus so its a valid fleet

do work on Volga and especially Kazagumo

Why hood and not monarch?

hood with her augment has 100% barrage proc rate

monarch has no such thing currently

she is thus outright better than monarch
