been trying to get a solid AA team before tackling it

volga, eldridge and guam will help with ch14 and 15 as well so imo raise them

to recap some of the things:

1- put focus on pr4 in academy (focus not catchup but also use catchup if u still have it)
2- get agir and raise her as well to level 120
3- get 5 tenrai prints at least before u move on to pr5
4- u really need a stopper CV so getting AvP after agir is also a good idea
5- use spare coin on FdG (buy 2-6 blueprints per day for her and get her to dev30 at least)
6- raise volga, eldridge, shimanto and soyuz to level 120, soyuz to 125
7- Do opsi for good gear

for mob u can use your best BB that is still unused (maybe hood?), unicorn, volga, anchorage, shimakaze (can use someone else if u use her in CV fleet), san diego

and last fleet put UvH, indep,vanguard, kron, unzen, flex

last fleet is only there for crossfleet and it wont do anything

make sure u do daily missions, explore all regions, do all the bosses and strongholds and buy the good things from the shops

Stacking too many preloads is not good

Although i see some ppl use her in opsi mobbing I believe instead of unicorn
I think it is faster and opsi mobbing is easy anyway
