Amongst other things maybe you should have been able to get Saint louis already. So if not then what pr are you working on. Or maybe you don't plan to get any because of dock space issues. You need to provide info on these kinds of things if you want the best advice

Just get to d1 first. Then you can see if eugen is necessary or Tai yuan can be dropped. And then d2. Then d3 needs even more torp. They all have different requirements
