usually highest you can go with oil cap, i think i liked 10-3 if i remember correctly

i just looked, i did 10-3 for toolbox and twin 127mm chances

I did 9-1 -> 9-4 -> 10-3 -> 11-1

prior to w12, but i don't know if that's the ideal progression

i like to run toolbox on every vanguard, personally, with hydraulic steering gear / camflauge in the other slot (or fire extinguisher on DDs) excepting special equips like beaver tag on boss tank

BBs want white shell / black shell usually with Acc / FP stuff as a backup

CVs want gold steam catapault

One bit of something, i would kinda focus mostly on Unicorn's retrofit first, one of the biggest pain-points of w10/11 is all the main fleet mobs that hammer your flagship, and if you're mobbing with uni, the preloaded main-fleet heal she gains goes a long way towards relieving that pressure
