get Pennsylvania from guild shop then do the following for the time being:
Pennsylvania/Unicorn/Saratoga Portland/Laffey/Helena

later on you can replace Saratoga with Enterprise and replace Pennsylvania with Indiana
Other good ships you have that are worth using later are Fargo, Tallin, the URs, U-81, Noshiro, Allen M Sumner, and Taihou

Right now you are not really in a position to focus on raising SR ships, Elites and rares are cheaper and easier to raise for a newbie like you

as for the URs, limit break priority would prob be Shinano > Vanguard == NJ > Shimakaze but you're currently not in a position to raise them either so I'd hold off on that for now

I would honestley forgo Penn and just the LB1 NJ they can get
