Ok this will definetly need you to stay below W11 and farm for a while but
Mob: Constellation/Unicorn/ Ikaruga/Z23/Unzen
Boss: Owari/Enterprise/Shinano Azuma/Yuudachi/Helena

All those partially LB URs also pain my soul to see
UR MLB Priority being Soyuz > Alsace > NJ > Guam > Laffey II > Mogador but I'd prob MLB Soyuz first and then wait till the Sept UR before continuing
Get Azuma and FdG D30 asap too

FdG (Or any of the other UR BBs) would replace Constellation and Owari

Other noteworthy ships you havent really raised that I havent already mentioned are Pittsburg, Indiana, Fargo, Shimanto, Cheshire, possibly Heinrich, An Shan (After retrofit), Chang Chun (after retrofit), and Independence (After retrofit)

also where is your Portland? you have to raise her and do like 85% of her retrofit for your rookie missions
