Well, you have one of the best scaling HEALING CVLs in the game as Unicorn already, so Shohou is reduntant for her healing, but she is somewhat better early since she launches faster than your average battleship, and clears more screen space. But you kinda need to retrofit her to justify her existance HornetBruh And its on a very, very, very low priority compared to retrofitting said Unicorn for example.

Souryuu is just decent CV with ok frontlane support buff that helps early because most of the damage dealt is usually by frontline until backline gets decent enough gear, and they load for eternity.

Current pity is for permanent ships: Shinano, New Jersey and Shimakaze. Progress gets to zero if there is a limited UR event going on, then you have to build 400 to hit the event pity. Event progress does not roll over towards permanent pity

If you mean by spending all resources available on UR event banner - yeah, probably. Again, unless you whale, you wont hit 400 pity with your current stock, so just amass as much as possible in between event 2 weeks and try your luck then
