I am on 9-1 right now. My first fleet is getting maxed so thought working on second fleet. No I did not start on roon

just pick saint louis for now. This would be a lot better if you had pittsburgh but baltimore will have to do.

not particularly but she'll be enough at L91. you can make helena tank temporarily

remember this is farming/leveling not doing something hard. These should obviously not be your ops fleets for example

also basically, you have two fleets are are set for the rest of the game. Chapter 12 won't be far away and events and war archives are "good enough" for xp. So all you're doing at this point is using new ships as old ships reach L120.
