Hypothetically, which ship tier list would be more useful: one that tiers ships by their own kit performance in difficult content (shinano assumes 3 IJN and buffs the fleet, but haku doesn't assume shinano and minor buffs the fleet) or one that tiers ships when in their best fleets against difficult content (nakhi assumes soyuz, but hinden doesn't assume avrora because avrora isn't best).
For the first, you'll get stuff like Shinano > Haku and have to go digging in lower tiers for Haku or Enterprise (brainpower needed). For the second, if you're missing parts of the best fleets, you'd have to think how much worse than the tiering the ship is (brainpower needed).

Ectl does neither because it's not relevant to them, and CN wiki opsi tier list does both and is inconsistent
I would consider some pairs only when it is relevant
some like Shinano and Hakuryu would go under that
things like Avrora and Hindenburg less so
and I think it would be best to provide context for the relevant pairs on their strengths when paired and when sortied individually
Yorkii and Enty are paired (for Enty)
Yorkii and kear are paired (for them both)
Are Yorkii and Essex paired?
it would depend on how extensive you want to go I suppose
I wouldn't really consider the last one though
If not, then you'd have to draw the line somewhere. And suddenly there's a multi-tier jump between Enty and Shangri, or ticon and hornii
on the basis of it's probably worse than the more easily obtainable pair of Yk2 and Enterprise
as for where to draw the line exactly, it's difficult to say

my point is this
would you ever use Yorktown 2 and Essex over Yorktown 2 and Enterprise reasonably and Enterprise is a heck of a lot easier to get than Essex under normal circumstances
so the comparison would rarely if ever come up and for the sake of not haveing to consider every possible combination and preserving sanity
that is where I would personally draw the line

I'm not sure if my input is valuable here, because the eHP list is inherently different than something like a tier list.
But if I had to answer whether or not eHP the way I calc it was:
A - own kit performance
B - best fleet performance
I would say that eHP calcs it as A, and if there is B, I would make it known in parenthesis. For example, Napoli (VV) .
Where is agir (expo invite) (VV)
til AgirAP (expo invite) (VV) (Yat Sen) is best fleet performance
