Prio for which gear to grab first from gear labs once i get materials. based off my current gear ( this will be on my sticky notes) I know the 155 Kai is one but is there any order i should go in for it. Is there any thing else i should get from Protocore Blue Prints.

and the priority doesn't really change that much based off of what you have because so much of the high priority stuff is unique to the lab

with no practical alternatives that are easy to get

priority is a bit complicated truth be told

because different stuff uses different materials

broadly speaking though they can be divided into stuff that uses electronics and stuff that does not because that's on of the main limiting factors

of the stuff that uses electronics planes should first priority

mainly Ju-87ds and Wyverns to start with

for stuff that does not use electronics
a pair of 155 kais since you're preparing to tackle W14 would top of the list

and there are some other things like DD guns and torpedoes but 155 kais would be your main ones
