Need help, just starting to create second fleet

Just cleared 7-1, thinking about creating a second fleet, right now I'm still not too sure about all the fleetbuilding stuff, already read the fleetbuilding guide tho.
Do I need to buy ships freom any of the shops?
Don't mind level 1 ships, I want to know which ships to use before I level them

Frankly don't bother with working on a 2nd fleet until you reach W9

You currently lack enough good ships for a second fleet in the first place right now anyways

w9 is where you start building your 2nd fleet, you can still mono fleet around there

things start to become difficult for mono fleet around 11ish onwards

so ideally you have a 2nd fleet ready then

You don't really have great vanguards. You should see what you need for event before deciding on who to invest in but for sure you will need Hood, Dommy, and Sara

I think you'll probably need Javelin but check it first
