OK, then you will need to look out for your ships' levels and limit breaks, because I see their levels are low and their limit breaks are incomplete
For farming the event map like... Level 90 would be pretty safe, with decent equipment
Campaign would depend on how high the world
As for last vanguard slot, I'd just put in a USS or HMS ship so that she can also benefit from Prince of Wales' buff (I presume your PoW has her augment), so any ship from either faction that you want to level up can go there

The most okay ship would be sirius but her buffs don't seem good

Her buffs are great, if you have enough SR Bulins for her, Indomitable, Victorious, and Prince of Wales (that is a LOT of SR Bulins, so would be unsustainable unless you are sitting on a lot of them)
If not, if San Fran can be swapped into the fleet if she's not simultaneously being used, since she's already MLB
Same deal with Portland
Just note that the fleet as it is would not be recommended for actually clearing content; it's just for farming

Nah, Kazagumo is a good ship worth levelling (especially because she's already MLB), and she gives a boost to Vicky and Indomi
Guam is Eagle Union, so she benefits from PoW's buff

setting aside the fact Victorious is possibly the worst SR CV in the game
Indomitable is only buffing Victorious when sortied with her and Indomitable does not buff her back

you'd be better off running a stronger CV straight up

or running a CV that buffs Indomitable if that's what you really desire like Independence retrofit

you have CVs like Shangri-La and Ticonderoga, both of whom are mutch stronger even factoring in the buffs Victorious recieves from Indomitable

Indomitable is the best of the Illustriouses

it just makes them less bad/mediocre

in terms of what to replace, the main ones would be Nagato, Ayanami, and Temporarily Shimakaze

Nagato is my most leveled and invested ship though

Ion got replacements for aya and shima tho

I get that, but allow me to be bit blunt and objective for one moment
she is doing next to no value in that fleet and is being carried by levels

Nagato's main value is as a faction buffer

particularly for Sakura Empire CVs

when you're not utliizing those buffs, she's just a very mediocre Battleship with not great stats and a decent but unreliable to proc barrage

keep her for the time as you don't really have anyone to replace her with

which is a bit painful these days

when you have ships with barrages just as good if not better with 100% proc chance
