For the vanguard ships, I have: helena (retrofit), javelin (retrofit), portland (retrofit), Z46, reno, san diego (no retrofit), san francisco, roon (almost finished research), montpelier, META Helena
for the main fleet, I have: shinano (6*), vanguard (5*) - one more bullin to be 6*, unicorn (retrofit), saratoga (retrofit), Graf Zeppel, Nelson (not retrofit yet), indomitable, howe, hood, richelieu.
My 2 current fleets are:
boss: shinano, unicorn, hood, portland, javelin, helena
moob: grap zepp, saratoga, nelson, reno, z46, indianapoli

You can use one fleet until chapter 12, and stick to one fleet for opsi until you can get better ships

As for opsi fleet, you can also run that fleet but can swap out uni for Sara, tho I wouldn’t recommend it
You don’t really currently have the ships to build a good 2nd fleet
You can come back again when you are starting to struggle on campaign

Roon isn’t exceptionally good and she isn’t even completed yet, honestly I wouldn’t bother raising her unless for tech
