k this is based on what blaster suggested as a fleet composition
the critical gear that is missing is unicorn torpedo bomber
the most generic one is purple barracuda or tenzan
if u buy the white shell put it on new jeresy

last information is u need to smartly enhance the gear
the thing that must be avoided is to +10 an important piece and leave others non enhanced because for example running out of coins
so splitting the resources between them is advised
also there are pieces of gear that are more impactful than others
for example the main gun on new jeresy if u go all the way to +10 it is very worth
the most thing that u need to be careful with is the aux purple plates, the golden gear eats them very well
but if u make everything +6 then go evenly across them should be fine

javelin is prob more tanky than helena really
helena is very squishy compared to modern CLs
also while you can get good tankiness on a DD by going toolbox/500+ hp early, on CLs/CAs you don't have access to rudder early to improve their tankiness at a similar level, so naturally squishy CL/CA are pretty vulnerable
