put plym and agir in your bb fleet.
Put all your good bb into one fleet, so put Soyuz and alsace into fleet three with NJ.
Put shinano into your CV fleet 4. Find a ara like kazagumo and put them into your CV fleet.
work on researching Haku in PR4
sirius can go in your cv fleet also

as for gear which armor type should i focus on based on each fleet

you don't do that... change gear to be heavy/medium or light focused based on the boss you're facing.
For mobs, doesn't matter much, maybe a little more towards light armor
