This is what CN proposed in the end, downgrade as your own equipment requires
I have another cook on this fleet idea that I haven't quite finalised yet, but I'll share here in a little bit once I've gotten off my ass and actually tested it

Harbin should try to hit in the vicinity of an 18.4s cooldown for her torps
Use the cooldown formula to figure out something suitable... you can play with her torps, your CL RLD, her aug, and the Goldburn to wiggle it
