for hard arbiter yes
you shouldnt have any problems dealing with anything except harby with the 2nd and 3rd fleet if proper gear
fleet 2-4 should be enough for harby but just in case u need it

Sorry for asking so late @daring vigil but why Howe? I know she’s leveled but her timed barrage doesn’t always give it’s buff during auto salvos and someone like dork would be better there

in 4 launches shell time 2-3 and her pers dmg is way better than dork
and dork isnt buffing super duper URs in fleet 3

If I had to give an estimate between her and nelsonkai (ran fdg, Nkai, Howe for a long time) she did ~35% less dmg on average. Very rarely she matched and almost never did more
i guess i am missing 50 fp if her buffs are from her base fp of 419

black shell is good to have but its more situational when u have hpfcrs and white shells
