spend the next week or so leveling theses in 11-1 or with XP packs
ideally leveling with XP packs up to the 70s or 80s then bringing them to 11-1 will likely be the best

you need to put together a second fleet that can actually deal with bosses

we can sort gear out along the way
one thing about OS is you can swap gear on the fly unlike normal maps

#

so even if you don't have enough gear for all 12 ships, you can swap things in from one fleet to another as long as you can equip 6 of them

like you seem to like making things hard for yourself so I really don't have much more to say, you're not going to be able to beat harbiters, you're not going to get a better time out of strongholds if you just keep using the same shit and don't listen, you're just going to complain again with next week's stronghold and next month's arbiter
