Hello, it's been a short time since I focus on my first fleet, but may I ask when and how should I build my 2nd fleet?
I want to lvl them up so that I can go for Hard-mode in some events like the current one

if you got any pity built up on alsace, yeah it's worth it. having an UR is always quite a big spike

you'll probably eventually get enough buildup for new jersey regardless because she's on standard pool and you build a separate pity for that
