I think my final would go something like
BB fleet: Bismarck/Alsace/Soyuz/Agir/Helena/Plymouth
CV fleet: Hakuryuu/Shinano/AvP/Guam (could also be Laffey, up to you; not everyone believes in her durability as much as I)/Kazagumo/Sirius

Last two fleets can be basically whatever, but I would slot in NJ, UvH, Shima, Unzen, Kron, and Independence somewhere in some order, just to get their cross-fleet support

Kear/NJ/UvH in 4th fleet as a kind of backup BB fleet
