you can clear w11 without that opsi 137mm, it's just not ideal especially when you also don't have 130mm

in campaign, especially in mob fleet, you want more frequent damage

#

saratoga has some damage every 10 seconds and good damage every 20s, while enterprise and essex do great damage every 20s

#

level 110+ essex or enterprise would indeed be better than level 95 saratoga though
