The issue isn't good ships. You have great ships but none of them are mlb because you spread out your bulins or used them on bad ships leaving your great ships mediocre.

You can recover by using bulins on the great ships but it will take time

CVs don't need the extra HP so you're effectively just throwing away the slot by not running another catapult
