Z23 needs to be retroed for rookie missions anyway but yeah kazagumo would be better eventually

I think abdou’s rec is good. I dont see any other must use ship outside kazagumo.
Maybe also raise nelson and retrofit her for your second fleet. For now keep z23 since she is already raised. Ik your thread is opsi help but I would push to ch 11 at least then think about raising and replacing ships. Your current fleet is really good and can get u there with decent gear. U want 2 fleets eventually but I dont think u have enough ships atm

I think it is a bit early but should be able to soon. 1 fleeting for now is fine.
