Imo u dont have enough vanguards ready for 2 fleet.

Use BZ, unicorn, enterprise with otto, regensburg, zara. they should be able to one fleet ch12. put some carriers in your second fleet but dont fight with that fleet. u want to do that so that the ACV becomes green and it makes it easier.

get 12-4 to safe and start raising a secondary fleet there. u are lacking gold bulins from what i see.

if u want to level some useful ships u can use otto, helena, cleveland/boise while u are pushing. should be fine.

idk if u mentioned anything about bulins. if u have UR bulins prioritize Soyuz > Guam or u can wait for CN anniversary if u dont have a lot and see what that event brings first.

some ships I advise you work on:
get saratoga from 12-3 and retrofit her + get her augment. she will go to your eventual mob fleet. and helps u save gold bulins. independence from core shop is the same but i think u mentioned u are low on core data and shoudl prioritize BB shells first anyway

friedrich carl/cheshire for boss tank
cheshire is better for ch13 later but she will also be slower to raise. she doesnt need gold bulins just buy 10 BP for her each day.

helena for boss vanguard.

rikka if u have her augment (I havent used her personally but she looks strong and is tiered very high)

san fransico is very versatile and strong. she can go to boss offtank later.

your eventual 2 fleet can look sth like this:

hood/soyuz, unicorn, saratoga/indep
otto, flex, rikka

BZ, enterprise, yumi
fried carl/cheshire, helena, san fran

that should be able to do ch13 with good gear.
