Fleet 1 is for Heavy shit (so all ammo types accordingly, with some variation)
2 for light
okay a few things
first, fleet power is a completely useless metric to determining the strength of your fleets
second, in campaign the strat is to make one fleet that tackles everything but the boss and one fleet that just takes on the boss

right, one thing to note then for the future, always focus on getting ship MLB at a time rather than spreading them out or you'll end up in a situation like this
there's a pretty big difference between even a 2 limit break and a max limit break ship
your fleets you'll have to stick with for the short term even though they're not ideal

for now focus on getting Owari, Unicorn, and Essex leveled up and max limit broken and Unicorn's case retroed
that way you have one solid fleet when pared with Eugen, Kawakaze, and Laffey
more long term
you'll be looking to get 2 fleets ready, start working towards this around when you get to W9 or so
