u could just move shouhou to mob and volga to boss (assuming u can MLB her). Uni and hood should carry shouhou and nelson + volga is good enough for boss.
the xp is not wasted on shouhou/soryuu since they give good tech at 120.

well you will waste more time/gold/oil trying to chase saratoga in ch 3/6, maybe go to 10-2 at least with 1 fleet first and try and get her there.

how about I just use the best shit ships rn to somehow clear d2 or even d3 until the event is over and then wait for good ships?
if farming hiryuu or sorataga in lower chapters is taking too long

yeah that was my thinking. elites are not that easy to farm from map drops. it could take sth like 20-30 runs. that is alot of oil that can go into the event
once u are done with the event u can try and get good ships for progression

yeah some of the boss fleet ships are underlevelled so if u cant clear just farm d1 with them till u get them high enough

well u dont need to 1 fleet D1. the underlevelled ships + volga can clear the mobs to gain xp and your current mob fleet can clear the boss
