For mob you can run something like uni indep + 3rd (this could be another CV with preload/stagger (saratoga is a good and accessible staggered CV for example), or a BB with a wide barrage (from your current options hood should do this pretty well). For vanguards you could run portland, hatsuzuki, rikka
For BBs, you can run Monarch, Bis zwei, akane main, and anchorage, helena, unzen vanguard
For CVs you can run enty, ark, essex main, and guam,z23 , laffey II vanguard

I would prioritize finishing pr4 before moving on- avp is very useful for CV fleets due to her stop, and Hak is one of the best CVs in the game

Also, don't spread limit breaks (unless you get dupes)
Almost every bote in the game isn't worth using before they are mlb (dev 30 for pr) due to the massive power gain
The best way to do this is only use bulins when you have enough to mlb at once.

I would use your gold bulins to mlb owari once you have enough, as she is a very strong gold BB and will help until you get your other UR BBs mlb
For the URs you have, I would ignore limit breaks on shima for now- you already have a lot of strong vanguards, getting either soyuz or uvh mlb would be a much larger gain. Even though, uvh has 1 limit break already done I would personally prioritize soyuz as she is quite a bit better than uvh.
