Mob can be better but the two fleets overall should not have problems, so it's a gear issue
Having +10 gear would be a start
All gear with +10 available should have been +10 by the time you started chapter 13
The Shimakaze gear is awful, all of it,
Hindenburg should use two CA guns,
And the carriers need planes changed
I see, what would you recommend for Shima?
also I was mainly using the AA gun on Hindy to proc her defensive skill, since it the vanguard seemed to have been the weak link
Vanguard survivability is a lot easier if you kill the boss earlier with better main fleet gear like these
I can do most of that
but the UR planes on Shinano would need to be s wapped

you should have two tenrais actually, so implacable can take one too
sadly I only have one Tenrai
I barely farmed it
If you don't, then buy out the prototype shop tenrai and keep farming pr4

atleast all of PR6 is Dev30 lol
and so is Chkalov by some miracle
im working on PR5 now tho, wanted to get Plymouth and Brest dev30 since they seem important
Pr4 is more important as well as cheaper
Or maybe just about as important, but still cheaper
finishing out PR4 would be alot easier than 5
I guess Ill swap once my current Queue is mostly finished
ok so im taking a closer look at Shima, why are we choosing the 76mm AA gun over the other choices?
