you probably will need to drop down to D3 to level ships before 12-1. All ships need to be MLB. chicago/cassin aren't great choices but capped JdA is even worse.

saratoga might drop in 12-3. keep her and level+MLB she is a great ship.

replace that frontline with decent ships when u can. z23 is good for now so when u have the spare bulins level her and replace z35

if u have enough coredata. buy a black shell from the core shop and replace one of richy's auxes. if u can, get both white + black and replace both. dont put white + white since the passives dont stack.

if u have gold aa guns replace all the purples with them. aa is a big help in world 12. i would also put gold aa on vanguard before backline since they have better aa efficiency in general. so put your best aa guns on portland/laffey/helena

but please the vanguard auxes are still not v good. dont use anything outside of what i mentioned... unless u dont have the gear. double toolkit for DD and toolkit + evasion aux for cruisers

i think the for the torpedo bomber slot barracuda is better than tbf avenger but if u dont have any cuda left i think it is okay. swap to gold barracuda when u can

z35 and chicago should be replaced soon. they are not very good. and i would try and farm 12-3 a few times to get saratoga when u reach it

yeah tbh it is an easy war archive so if u want u can do it. maybe hard with one fleet cuz of out of ammo debuff but u can try it

no it doesnt cost more to bring 2 fleets into the map

get to d4 asap to unlock the oil cost cap and then do your attempts everyday. it might take some time tho elites dont drop easily in maps. but nothing much to do besides running the map
