I am not sure who to invest in and retrofit and whether I should keep rolling on the banner for more ships. I think I need to make two fleets to push as far in the campaign as I can. Any help is appreciated, thank you.

- What chapter are you on in campaign?
- You don't want to be using all those SR ships when you don't have bullins to mlb them, especially Warspite/Sandy right now who are very expensive to retrofit (and Warspite not worth using even after that)
Unicorn should be your top priority to raise/retrofit, along with Portland
You should focus on 1 fleet until you reach w11 or so, as well.
Penn/Enty/Unicorn/Portland/Starter/Helena is the standard "new player" fleet as all those ships are easily obtained and good/needed for other things.

Unless you're willing to go all in on trying to complete the banner and willing to risk missing out on the next one even more than you already might, I'd stop rolling on this banner. None of the new ships are that great.
Looking at your dock, you can use Saratoga instead of Enterprise if you can't get Enty from somewhere (usually medal shop or an invitation thing), and since you have Kazagumo at 5 stars already you can use her instead of the starter in your vanguard.

Yes, and not a priority for you as you won't have the UR bullins to mlb them for a long time.
You'll get NJ/Shinano passively over time without doing anything special.
Just do 1 light roll a day for the daily until the next banner, if you're going to give up on this one.

Reruns take a long time to come back around, but this is a game you play long term if you're serious about collecting. And for gameplay, none of the ships new to this banner are relevant for progression or end game performance.

that's one way of getting her and the other is to wait another month for the medal shop to reset
it takes some time and you do have to push campaign and events, so it's better to mlb graf
bulins aren't that scarce if you don't use them on everyone so it's ok

you're also over leveled for ch3 so push some campaign
ships level matter a lot in this game, by just being one level more than the enemy you do 2% more damage and takes 2% less

and I know that I need to level up and retrofit z23 to get all the rookie missions eventually but I am not super-optimizing so I don't mind not getting the missions completed right away. Regardless, thank you for letting me know
