That being said first I recommend getting Laffey Leveld and Retro fit. Your starters in this game are very good and will carry quite away.
Second, I can't stand her but popular opinion recommends getting Portland as She is a good early tank and relatively cheap to retro.
She's a freebie for completing rookie missions.
Limit break one girl at a time. If you end up with a dupes thats fine, but don't spread your resources two thin.

W14 and beyond is a whole other can of worms where you really want to try and get the best you can so cost kinda goes out the window
Whereas up to W13 you want something that's good enough
