You have a number of main fleet options that could work in her place until you get shinano setup
Monarch is levelled and can be nice in campaign (albeit a bit inconsistent)
Taihou is a pretty nice IJN CV (if you have spare gold bulins after getting the other botes you need mlb) with her augment, and can work well with shinano

just check her wiki entry she has multiple drop nodes

4-1 and 6-4 are the earliest

I would reccomend taihou over essex- she works as a budget hakuryuu to run with shinano while also providing IJN tech to build towards hak

I currently farm exp in 9-2. Would you also level low lvl characters there like independece (lvl 26) or Kazagumo (lvl 7)?

limit broken at 70 is a safe bet

stick them in the dorm or give them boooks

If you have books, using them to get botes to 70 is definitely the way to go

Just makes the levelling process a lot nicer
