Oxytorps are more of a "Win more" aux as in that if you can get away with using them, then you're already overkilling the content
Also just because a ship has TRP stat doesnt mean that they would remotely want one
like Anchorage for example who has shit TRP stat and her main kit revovles around launching torps so you give her faster torps to spam it more often
Any non DD generally doesnt have enough TRP stat and would rather have survivability auxes than Oxytorp
And DDs generally has bumfuck amounts of TRP by defualt so oxytorp barely does anything compared to stacking toolboxes to give them more HP

However, Hakuryū, Ägir and Plymouth are not Dev 30

Agir can work at at least D25 since she gains all of her bulk by then
Haku needs D30 otherwise she's slow
and Ply would still strongly like to be D30 since she gets her 3rd gun mount
You can do Ancho/JdA/Unzen for a alternate boss vanguard, Aquila instead of Haku if Musashi keeps dying, and you can replace Ply with a tank tho that might mean taking more damage from subs

pancake has been good for quite a while, and it got a boost when W15 came along since it has slower flight speed which means it can pew pew more before flying off screen
Twin 90 essentially is better American Quad bofors for general use AA while Sextuple is more relgated to the AA Carry
